I have a PMS on linux, with more than enough power to provide (H264) transcoding capacity to all my family / friends.
But I have more and more HEVC files, and I can hardly have more than 2 or 3 HEVC transcode at a time, in software mode.
And because of some of my friends having poor internet connection, the quality in HW mode is poor…
So, is there a way to only decode in HW mode, and then let the cpu do the job to ensure maximum quality, but at reasonable cost regarding HEVC decoding ?
This link made a light bulb turn on for me. Hope something similar like this can help you. See if you can find a cheap gpu and find out if you can split the load for both gpus. 1 for encoding and the other for decoding.

Unfortunately, the post in question deals with PLEX’s GPU affinity, in a multi GPU solution, under windows, with an Nvidia GPU.
I am in none of these conditions! (Linux / Intel iGPU/single GPU).
In any case the problem would remain the same: I do not know any GPU that is able to decode HEVC 10bit, and has no encoding capability.
maybe there is a possibility to disable encoding entrypoints? I have not found anything conclusive for the moment!
