I click the photo library and then the Add to Album. I give it an album name and click create. I go to Albums and the album I just created is there and has the little cog in the upper left that indicates a smart album, it also has ALL my photos in it.
Also, this post says there are smart photo albums and appears to match what it’s actually doing. I have also found how to click one or more photos and add them to an album. This is roughly the dumb album feature I want except that most of the reason I want it is so I can then bulk edit the photos but that doesn’t seem to be possible.
Is there bulk editing for photos?

If not there are two feature requests that should already be in the product.
