I recently added my roommate as a home user by sharing the library with his Plex account so that he can have access to everything from his room. Is there any way to make sure he specifically can only access it if it’s from within the network? I don’t want to burn through my ISP’s monthly bandwidth quota because he can spend a LOT of time in front of the TV or computer watching stuff.
Don’t share with people you don’t trust to observe your boundaries.
Attach his credit card to your ISP account. Give him cash for the base amount. Let him pay for the rest, including overages.
Plex doesn’t have a granular option for that. You still want the ability to stream remotely yourself?
A combination of Tautulli and a script would work.

There’s an example IP Whitelist strategy in there. With some additional work you could exclude yourself, or apply the rule to just him.
I do want to keep the ability myself. It’s not that I don’t trust him, per se. It’s more that he isn’t as tech-savvy to know the difference lol. Yeah, if the feature isn’t built in to switch a user between local and remote, I think it would be too much to worry about one person. I’ll just have an extra long talk about it with him to make sure he somewhat understands better.
