TLDR There is an issue with all game controllers, where they will not be detected if they are connected to your computer before the the Plex HTPC is started.

I can see that Plex HTC recognises my Xbox contoller but it’s not registering any inputs to map
Logs say

I don’t know if it helps, but I was also having some problems with my inputmaps.json. I had the file under the default folder therefore it wasn’t loaded. once I got it on the right place it started working as expected.
From:
C:\Users\kodi\AppData\Local\Plex HTPC\inputmaps\default
To:
C:\Users\kodi\AppData\Local\Plex HTPC\inputmaps
