If the playlist is a ‘dumb’ playlist, yes you can add items to it. (provided the item is of the same type of media, you cannot mix audio and video items into the same playlist.)
If the playlist is a ‘smart’ playlist, you cannot edit it currently. Its items are defined by the ‘filters’ which were used to create it.
