Anyone can can install Kodi add-ons that allow movies to be downloaded. There is no need to purchase anything illegal. We need more details.
To answer the OP it’s likely that downloaded files are not in a format that your Plex client likes.
I would argue those who download such/any addons"know enough" to not ask this question. But you’re absolutely correct.
