I think that is what it will end up as.
At the moment it is
Type of Library > ID of library
then “ID of Library” is completely random. Hopefully they fix this soon because its very annoying.

Why Plex? Years of work organizing so things would match in alphabetical order…

+1 for giving users back their control. I do not understand why the restriction is necessary. People have many uses for Plex, which is the biggest strength of the service.
Pinning might work okay from a viewing experience, but from a library management perspective, removing flexibility and actively pursuing a dogmatic single approach is unnecessarily restrictive. The “edit order” function that once existed before pinning was added was perfectly fine.

I’m furious, I always name my libraries with a number first (like '1 - TV Shows, 2 - Movies etc) to put in the order I want on my popcorn hour device, so, Plex do this bs change that order by type and mess up my library order that I have been using for years.
Why, why!? Revert and stop with this bs, PLEX!

Another +1 vote for the devs to please fix this and roll out a new version of PMS that allows us to order our libraries in our chosen order, or at very least in alphabetical order/alphabetical order by type.
Saying that this is fixed in an “upcoming server version” and marking it as solved is definitely not solved.
It’s akin to a check-is-in-the-mail response. 
I agree with @ErsatzGood - This problem is NOT “solved,” at least not for me.
In other news: Where does one find “Type of Library > Title of Library” (I’m using a Mac to manage my Plex Server)

Another person chiming in to say this is really annoying and should either be switched back or at least give an option in the settings to give universal alphabetical ordering back. I didn’t even realize this was happening because the dumb bug that just seemed to order them randomly over the last couple months. I was surprised to find out the bug was finally “fixed” only to have it still sorted in an entirely new and unwanted way.

Its as if the order is ‘by type’, and then they are all sorted by, When I made the library, and not alphabetically.
This is driving me mad at this point. Glad to see I’m not alone.

This is annoying me, I’ve not even moved my DB.
I don’t want alphabetical, I don’t want to sort it for every viewer I have. I want to be able to manually set a default order for everyone because some folk accessing my server are too daft to fix it themselves. I wanna set Movies first, TV second and then all the other faff like documentaries, anime etc underneath.
No, I don’t want to add a number prefix.
