You can limit the amount of parallel remote streams for shared users. However that’s a server wide configuration that cannot be tailored for individual users and it only applies to remote streams.
Settings > [Server Name] > Network > Remote streams allowed per user
There’s already an existing suggestion thread discussing an option to limit the number of concurrent streams for individual users.
