Is it possible to limit a user to a certain number of simultaneous streams? ie when a user logs in have PMS check if a user by that name is already streaming and proceed accordingly?
Unfortunately not, this isn't currently possible in Plex but it has been requested a few times on the feature requests subforum.

YES PLEASE. So tired of idiot end users sharing their login info.
Me too, I would like this feature, I gave my family each their own user but they all use the same one instead, I tried to explain the advantages of each of them using their own user but they don’t care.
You can limit concurrent streams for users.
The only thing is it is for all users not a limit per user…
