My Plex server has the setting:
List of networks that are allowed without auth: 172.16.0.0/255.255.252.0
However any connection on that same network is asked for Auth

Plex Server INFO:

  1. Ubuntu Server 14.04
  2. 24 GB DDR2 RAM/2x 4 core Xeons/60 GB HDD(Boot disk)/32TB (4x 8TB SW RAID 5) NAS Drive(Media & Plex server settings)
  3. Plex Media Server Ver. 1.0.2.2413-7caf41d
  4. Network 172.16.0.1/22
  5. SERVER IP 172.16.3.1/ LAN DNS plexmsb.lps.space

This preference is only active, if your server is not in high-security mode.
If you want to disable user authentication, disable Plex Home by erasing all managed users and removing the PIN on your account.
