What exactly will that mean for any device on that network that tries to access my PMS?

It means it will not ask for user info to authenticate. i.e. The login screen when using PlexWeb.
However, this only works if your computer is not in high security mode. You cannot have any of the following: Plex Home, PIN on admin account, required secure connections
So in other words, that option is useless?
I was hoping it would be a potential work around for being able to access my Plex server locally on my network without Internet access but I guess that’s a no go.

When your internet comes back, reverse what you did.
