Live TV buffers remotely, but OK on local network

I have a confusing buffering problem I am having problems fixing. I just moved my Plex server to a Bee Link N100 device, which supports HW decoding. When I stream a movie (or other file stored on the server) it streams without problems, both when streaming on the local network as well as outside the house. Streaming live TV works without buffering on the LAN, but outside (e.g. on a cell connection) Live TV starts buffering after 2 - 10 seconds.

Looking at the dashboard, I can see that Live TV streaming inside the LAN is Direct Play, and outside the LAN is being hardware transcoded to SD (H264), and quickly moved from “Playing” to “Buffering”. After about a minute, I get an error message on the client saying “An error occurred while attempting to play this video.”

I did not have this problem on the old server, but there are many differences - the old one was a Gen 2 Intel CPU with a board (not a USB) tuner.

I can go through client quality settings (which are pretty standard), but again I’m not having any problems when streaming 1080 movies outside the house (it feels as if there shouldn’t be a HW issue in transcoding).

All drivers for the Hauppauge tuner are updated.

Any ideas?

And the buffering goes away if I uncheck “Use hardware acceleration when available” under Settings → Transcoding
