I installed the 8.1.0.17650-beta APK this morning and have watched a few hours of live TV today. So far so good. 
Upgraded to the latest PMS and that seems to have resolved it. 
Havenāt collected any logs (yet), but just reporting I seem to have the same problem.
Never really put too much attention on when the issue was happening, but since reading this thread Iāve tried to confirm a trend.
In my case is not every hour at 03, but a bit more random - Still soon to fully confirm though.
Have to say my server is outside my local network, so I donāt know if streaming the traffic over the internal has anything to do with it.
Specs as follows;

Dell PowerEdge T110
Xeon E3-1220 V2
16Gb RAM
Hauppauge WinTV-quadHD
PMS Version 1.19.3.2764
Client;
nVidia Shield TV 2017
Latest Plex App version from AppStore
Let me know if would be helpful to obtain a new set of logs from my setup or whatever else you may need and I will got on getting them.

Iāve been having this issue as well. I am on Ubuntu and latest stable for PMS, but on latest stable for my Android TV.
I just signed up for Beta, so if that gets approved, Iāll test this as well
Well, just read rules so I wonāt get approved until work starts on 8.2, so hopefully 8.1 is close to ready
If youāre familiar with sideloading then you can just download the first APK file they posted in the thread below and install that rather than waiting.
Iām familiar, but mainly my wife mad about it and sideloaded apps on my TV donāt show up normal, so itās either go to all apps and find it or install a side load app launcher⦠Iām barely making it on cord cording and learning multiple apps here, not best time to train on anything newā¦
I disabled new player on Android TV, using old, I think itās working better for now
Maybe itās different since Iām using an Nvidia Shield, but I just ran the APK and it overwrote the existing Plex app.
Whatever changed in the 8.1 that went to the play store fixed my problems, I left a channel running for 2 straight days on the ānew playerā
Iām not 100% sure yet but it does seem like this last update may have fixed the 03 freeze for me too. That would be awesome!
Itās been almost 2 weeks now since Iāve seen it freeze at :03 after the hour, so this does seem to be fixed.
Now if we could just get some other basic DVR functionality working properly (like the ability to pause for more than 3 minutes, and a rewind function that doesnāt go back to the previous show) then this would actually be a pretty good DVR solution for live TV.
