live video into plex server (windows)

i  looked all the forum, but the subject seems not really treated.

 

the goal is simple. make a live video available in the list of media displayed by the plex server.

obviously the video should be readable on all devices (ios, android , PC, chromecast)..

 

So the question is:  we got the video through some capture card available into a PC (windows 7) and we can use an encoder to get a stream.

what is the best encoding format  to avoid transcoding ?

what is the best encoder to get simple integration with plex (adobe encoder, windows media , encoder, VLC, other ?)

how do i make the stream visible to plex client from the server ?

provided the encoder just blindly streams (no login, no start and stop needed) , do i still need plex to manage other things than just making the link between the encoder and the client ?

 

my plex server runs on win7 64 bit.

for the beginning, i do not plan to make the video available for a large audience , just me. Eventually i would extend the idea to my video camera ( this kind of cheap wifi camera used for monitoring room,but  i think they send an mp4 stream and require some login, so it is probably more complex.)
