So, this means one of the routers is in bridge mode (You mentioned two routers. I’ve assumed this to mean a router connected to a modem)?
Great diagram! I should have requested that first. Ordinarily, that arrangement would work. Your Plex client and server are not behind cascaded routers. However, if this forum post is accurate, Rogers utilises CGNAT.

If CGNET is the culprit, contact your ISP and see if something can be worked out.
My public IP is outside of the 100.64.0.0 - 100.127.255.255 range of CGNAT, so I am assuming that it is not the issue. Did not even think of it though. You also did not have to be so kind about the diagram lol!
Well, that rules out Double-NAT and CGNAT. There are still a couple of items to check in the support article .i.e. blocked IPs and jumbo frames. You might want to complete those checks if you have not already done so.
For jumbo frames all of mine are set at 1500 except for a loopback which I assume is fine. After adding the ip’s as sources in firewalld it still did not fix the issue with remove access. Any ideas?
Unfortunately many ISP’s are using not this IP range, but are doing CG-NAT nonetheless.
I turned off UPNP just to check to see if it did anything. Turns out it fixed the problem! I can’t use any port for the public side other than 32400 which I have no clue why (even when I port forward and allow it in the server firewall). If you have any ideas why please let me know.
