Local live tv video is not smooth

Server Version#: Version 1.18.0.1944
Player Version#: Plex for Windows 1.3.1.916-1cb2c34d and Plex Media Player v2.44.0

I have PMS running on an i5-4590S and I am trying to watch live tv using my Huappauge 2250.
Using Plex for Windows, live tv does not come up.
Using PMP or connecting to 127.0.0.1:32400 TV comes up however the video is not smooth. Sometimes is stammers, freezes, or buffers often.
My server setup is fresh and mostly at defaults, so is the client .
When I watch live TV using NextPVR or WinTV the video is smooth and crisp.
Am I expecting too much from from PMS? Is it not supposed be used to watch local live TV?
Any help on settings would be greatly appreciated.
Under settings in PMS:

  • Plex Web-Quality:Home Streaming: Checked “Use recommended settings”
  • Settings - Transcoder:
    • Transcoder quality=Prefer higher speed encoding
    • Background transcoding x264 preset = Ultra fast
    • Use hardware acceleration when available =checked

Visit the windows store and pickup the Mpeg2 codec.
Using PMP switch to TV mode, settings, Video, turn on Hardware Decoding and DeInterlace. Depending on your video you might have Open GL as well. Save and go back to web mode and give it a try.

I downloaded the Mpeg2 codec from the windows store.
However I can’t seem to find Settings->video from TV mode in PMP. I have searched all the settings from within the web page mode of PMP but I also cannot find Hardware Decoding and DeInterlace. Could you please share a screenshot of how you got to these setting. Many thanks!

My PMP is still using the old interface desktop mode so there is an Icon at top right that says TV for switching to TV mode.

If you are using the new “UNO” interface then you will have to follow the support guide.

The Plex app for Win v1.3 has a known issue with Live TV not being available. A preview release that fixed this for me is available here.

The web interface is going to force transcoding in most instances for Live TV, and if you are running the client on the same computer as the server it may be having problems keeping up. Check the web dashboard to verify transcoding and CPU to see if your computer is having trouble keeping up.
