Need to double check that the the list of IPs and networks not needing auth is being acted on correctly - so please enable debug logging on server general settings and save changes and restart the server. Then try to connect to it from the device that is on the same 192.168.1.xx subnet and then get time of redirect to authenticate and collect the server logs
copy the logs directory out and zip the copy and attach
Did you sign in to the server? It is showing on plex.tv as signed in
May be you had network connectivity issue and it did not manage to tell plex.tv that you have signed out
