I think it would be great to see when logging in an animation of our choosing. Say something like the Crashoverride and Acidburn animations on the Hackers movie when users login. We could set that from the server stand point and personalize it even more. Could even use it to send an initial message upon logging in and notify of new information when the user logs in. Not sure how doable it is, but would be sweet.

There is absolutely nothing that suggests to me that this would be even slightly a good idea.
For me I thoroughly dislike when things move on my web screens unless they are videos I choose to play or I, in some way, make them move.
Also I agree with @dane22. The developers have many many better things to do than animate any part of the web interface.
