what is the way PMS gets informed about new added files?
My PMS runs on a ubuntu 20.04 LTS, media is mounted via nfs v4.
Should I use inotify on the server?

Plex already has this, check the settings. Or you can do it on a scheduled task, or on demand
Boxes are checked, it does not work.
My first installation of PMS was on a READYNAS, on that machine it worked fine.
After moving, because of performance issues, to a standalone server, it does not.
So I think some package is missing on my server

Depending on the type of connection between file server and Plex server and the type of file system which is used for media file storage, inotify may not work.
But I cannot provide details about that, as I’m no Linux expert.
None of the network file sharing protocols support server->host notification of content change.
The protocols (NFS, SMB/CIFS, AFS) were all finalized before the Linux kernel feature was added.
Windows simulates “notification” by scanning the remote host for changes on a period basis and generating a simulated notification event if changes are detected. This scanning mechanism is not 100% reliable.
For purposes of this discussion and to achieve the desired effect, it is recommended -
This has the effect of quickly checking only the folders to see if there were changes.
It will not perform an exhaustive rescan of all media
