I cannot find anywhere on the web to get this info, every article whatever they ask me to navigate or click on i cant seem to find or doesnt exist on my server. Can someone please walk me through how to make someone a friend who already has access to my server. I tried re-inviting them or for some reason the friend option isnt coming up just a server invite goes through. And no they arent a friend now nor ever were. Thx

The “Friends” feature has nothing to do with your server. It is wholly running online, on plex.tv. If you have any blockings in place, either via a browser add-in or via a privacy proxy, you will need to allow unfettered access to *.plex.tv in order to use all the social features.
If you open this page https://app.plex.tv
then click on your user avatar in the top-right corner,
then select the first item “View Profile”
do you see anything?
If you scroll down on this page, do you see a hub titled “My Friends”?
If so, are there any users listed?
It all shows up. I currently have 5 users on my server, 4 are friends. I am trying to make the 5th and any future members friends if the option doesnt arise again in the invite.
Being Plex friends and library sharing are now completely independent from each other.
The “friends” aspect is solely about sharing your opinions about movies and shows. To do so, you don’t even necessarily need to share your media.
Discussion with your friends can also start on items in your Watchlist, or your Watch History. Or by looking for an item in Discover and clicking on the Share button. https://support.plex.tv/articles/discover/
The Watch History depends on you scrobbling your playbacks to plex.tv. You appear to have that currently disabled.
You could re-enable it and then set your privacy according to your liking – e.g. only allowing your friends to see it.
