When I start Plex with my admin account, I can go to Settings, Languages and set my default language and subtitles.
My Daughter has a managed user account and when she logs in and goes to Settings, she sees my servername and my name and a spinning wheel. She can’t get to Settings/Languages.
What is going on here?
Which client is she using?
Try first app.plex.tv if it behaves the same.
We both use the web interface, Chrome on my laptop.
There are two web interfaces. A local one and the hosted one. Which one are you using?
I always use https://app.plex.tv/desktop
Is she using a different computer or web browser than you?
Can you try a different web browser?
If you use web browser add-ons, try disabling those with the potential to interfere.
No, I do this with my own laptop.
I go to https://app.plex.tv/desktop, click on my Admin account, click on settings and then click on languages.
When I do the same, on the same laptop, but click on my daughters name, then I get this spinning wheel.
I just created another user and that user has this problem too.
When I use a different browser (IE), I do not see languages on my daughters account.
Sorry, IE ist no longer supported. Try using Edge.
With Edge I get the same spinning wheel under my daughters account.

In your screenshot, you see at the top the link ‘Account’. That is the important one.
The settings under ‘Server (which is where the “spinner” appears)’ are not accessible to anybody but the server admin anyway.
So, how does my daughter then setup her preferred default language and subtitles?

Ah, that’s a different thing.
You have set some language preferences but they don’t work.
Can you remember when you made those settings? Was it when you still had an older server version installed? Or are these very fresh?
I updated to the latest version of Plex server today.
I just created a new managed account and did the test, the settings do not work with that new account.
It works fine with the admin account.

Can you try and sign out of your daughter’s account, then sign out of yours(the admin account).
Then try signing back in and switch to your daughter’s account and check.
Tried it, same issue.
I have the same problem. When I use it as an Admin, the “Preferred Audio and Subtitle” function works as I would expect (Preferred Audio/Subtitle: Hungarian), but if I log in as MANAGED USER or HOME USER, the movie will start in English. (Yes, I know that preferred audio tracks/subtitles have to be set up per managed/home user)
This problem occurred about 1-2 weeks ago. For the managed/home users, the movies/tv shows started in English instead of Hungarian. But it works great with Admin … For now 
I found that the fix is to go back to an older Plex media server version (like v1.16.xx), login with plex web to the user concerned, then updating to the latest Plex media server version
