- I assume you did not save your registry branch from the old installation. That’s why you had to re-claim your server into your account.
- changing the installation location during the Plex server installation does not cause Plex to change the location of its data folder. It does only change the location of its program folder.
Here is what I recommend:
- uninstall Plex server (only using Windows’ ‘Apps’ control panel – do not use any type of “uninstaller” or “registry cleaner” software!)
- install it again, but this time to the default location on drive
C: - if it is running, quit it using the task tray icon

Follow the guide from step 4 on, and change the registry key to
I:\Plex\
