I’ve been trying to move my Plex server to a new PC for weeks and really struggling. I followed the steps exactly, and after copying the files over to the destination PC, turning the Plex media server on and claiming it - none of my folders appear on the new PC.
Anyone got any tips on how to resolve this? I can’t even bear considering rematching all my media

Did you forget the registry? Because you shouldn’t even have to claim the new machine.
If you copied the data while the old server was still running, the primary database file might have been copied incompletely. Switch to one of the backup copies or get another, now complete copy from the old server.
The old machine must not be running when you power up the new one!
After backing up., I see the libraries, but they rescan after I edit the media location and I lose all the matching/metadata. What am I doing wrong now?

I need to move Plex from an under powered machine to a virtual machine.

Only if the paths to the media files don’t change at all.
Otherwise Plex might do a fresh match, which might change everything.
But even if everything is kept the same, some metadata might not be available for download anymore. For instance when the metadata source has reorganised the tv show (TheTVDB has done this recently on quite a few items) or moved “mini series” from movies to tv shows (TheMovieDB is doing this now regularly).
So, if you want to make sure that nothing changes, move the whole Plex data folder (plus, on Windows, the registry branch) to the new machine.
This will most likely fail if you are also switching Operating systems during the move.
