I would like to know how to access/change that “Multi-Color Themes” function?
I cant find any relate option for do that so.

There is no themes option for the web app. It is only in TV apps where the settings would be in an “appearance” or “experience” area of settings. Which app are you looking for it in?

By the way, is there any way to install skins for the web app? even if its not official

I think there was some project someone did that basically helped edit the CSS locally but it has been a long while since i have heard any mention of it and I cannot recall what it was called.
