Please try 1.40.0.7998 which was just released to beta, this should resolve the install issue with the Netgear systems.

Plex Media Server 1.40.0.7998 is now available to Plex Pass users in the Beta update channel. PLEASE NOTE: This version makes changes to the database which will make it compatible only with server versions 1.31.2 or higher (released March 14 2023).
