"New" and "Fixes" ID numbers... internal issue tracker only?

When subscribed to the Plex Media Server Forum I receive emails about new Beta updates and releases. There has usually been an id number (#xxxxx) at the end of “New” and “Fixes” line items… something like

NEW:

  • (PlexMatch) Add support for pattern matching (#13899)

I was hoping to find more information about the implemented feature using that ID number, alas I could find no development forum or issue tracker associated with it. The ID number has no hyperlink.

In general where can a user find information on newly implemented functionality?

In this particular case, there is a wide variety of “Pattern Matching” tools. Where would I find more information on whether it’s enhanced, extended regex, or something else entirely?
