I will build a new server, according the guide if i try to transcode a 4k h265 10bit source ,i should need a high-end cpu which passmard is about 17000.
Dose it mean that if a cpu passmark is above 17000, even hw transcoding not enabled, i still can stream 1 or 2 4k h265 10bit down to 1080p h264?

If your cpu has QuickSync capability, you won’t need that much passmark points, since the heavy lifting is done by the hardware transcoder instead.
Still, you have to make provisions for other types of transcoding which cannot be accelerated by hardware, like audio transcoding, or subtitle burn-in.
So don’t skimp too much on the overall power of the cpu.
When in doubt, pick the cpu which has the higher ‘single-thread-rating’ over a cpu with a higher number of cores.

And pick a cpu which has the newest generation of Quicksync on board.
Older generations either don’t support all relevant video codecs or put out a poorer visual quality.
