Regarding Intel 11th gen processors, transcoding/tonemapping, & Linux:
Intel Xe graphics (Tiger Lake) are not yet supported when running Linux. There are problems with the Intel supplied video drivers and also some new Plex development work required.

I bought an Intel NUC 11 Performance kit recently, with the “Tiger Lake” 11th gen Core i7-1165G7 and Iris Xe iGPU (successor of UHD Graphics). This iGPU has really wide Hardware Accelerated video transcoding support and I was expecting this NUC to replace the embedded Plex Media Server of my Nvidia Shield.

Looks like Rocket Lake has issues as well:
Server Version#: 1.24.1.4931
Player Version#: Issue occurs on all players.
Background:
It is currently a known issue that Plex is unable to correctly implement hardware transcoding on Intel Tiger Lake CPUs (see this thread ). Rocket lake also experiences similar issues and I have been informed that because Tiger Lake and Rocket Lake are separate generations a different support thread should be created to track this issue.
