That has a UHD Grahpics 620 which is an extremely low power GPU. You will need to change the Video → Video Playback Quality setting to Low Quality (ANGLE Renderer). Additionally you may want to try experimenting with putting these in your mpv.conf:

gpu-dumb-mode=yes manual
