New plex Pc

My current plex computer is a low end spec on, that is going to be used as a garage pc.
So now i want to buy another one.
Looking at a pc that can compute to change file res.
would
[Intel Core i5 10400 Processor
( would motherboard really matter, somnething around 100 to 200
16 gig ram.
Would that be ok?

This cpu should be good for a server – if you keep the Plex Pass subscribed.
Otherwise it may already max out at low bandwidth HEVC videos.

16 GB RAM are OK. If you don’t do RAID and have onlöy small-ish files, you may even be able to get by with 8GB.

The board doesn’t matter much. What does matter is the CPU cooling. I recommend larger case, so it can house a large cooler (those which are normally used for overclocking).
Simply because these coolers have large fans. A large fan still has a decent cooling effect if it spins slowly and thus doesn’t make much noise.

what cpu would you recommend. I stream some times 30gig 4k file down to 1080p.

As I wrote: as long as you keep the Plex pass, this cpu should be alright.
If you want more safety margin for transcoding the high-end audio formats, get an i7 instead.
