I wouldn’t count on QuickSync HW transcoding in Windows until Plex fixes their zero-copy issue: Artifacting when using hardware acceleration transcoding with integrated intel graphics
For now, I would suggest pairing a Ryzen or F-model (i.e. iGPU-less) Intel CPU with a Nvidia turing card (w/ the patched drivers).
