Here is what I was considering, please let me know what you think.

Purchasing a NAS, but using it only for storage, I would have to run the media server on my Windows Server or maybe even my gaming PC, right? Since processing power is so low on most NAS, this would be required. Would that work ok?

I am looking to spend around 750 - 1k on a new setup. Anyone have ideas?

The cost of the actual storage (hard drives) can blow your $1000 away e.g. 3x10tb

I would buy at least a 4 bay drive and fill it with whatever you have.
If you are going to be using a PC as PMS then buy the cheapest Qnap or synology NAS available as all they are doing is storing and serving and that is not very demanding!

If your media is formatted correctly (read up on that) a better NAS with intel CPU can be your server and therefore leave your PC’s off!!
