No HEVC decoding & hardware-accelerated encoding of only 1 video at a time

Are these two FAQ statements still true for macOS:

  1. Hardware-accelerated HEVC decoding is not yet available on macOS.
  2. macOS is only capable of hardware-accelerated encoding of 1 video at a time. This is a platform limitation from Apple.

Is the above situation likely to change anytime soon? And with 4K, was wondering if switching to Windows is the ticket.
