No video playback via desktop client, web client works fine on same device

  • Platform and OS version (Plex for Windows, OS Version Win10 Pro v1909, PMS Version 1.19.3.2740)
  • Plex Media Player app version (Version 1.9.0.1203-00f2b4d9) (running on Surfacebook w/ NVidia GTX965m, Win10 Pro v1909)
  • Brief description of the issue or bug
    I cannot get any video to play whatsoever from my library, including streaming news, etc. All the same videos play instantly when running from PlexWeb in Chrome Browser. I just get a spinning orange line (like the buffering line)
  • Steps to reproduce (these will make it easier for development to track down) Launch the plex app, login, click video, wait…)
