Non admin users see all libraries but cannot play anything due to multiple playback errors

This only happens to non admin users. Full admin user plays videos just fine

Also non admin users have full access to all libraries, even though they should be blocked. I have restarted the Plex server and also created a new non admin user. Not fixed.

This just started today, prior to this for years everything worked properly.
