Your logs say that it is playing directly and not transcoded and that the client is indeed in the local network. Thank you for the logs. It appears that there were subtitles involved. What happens if you disable the subtitles before starting the playback?

There is currently a new client version rolled out on Android TV. Version 7.30 has a fix which might help with this issue.
