NVIDIA Shield Pro can no longer play almost any Video without buffering/freezing

Sometime in the last few weeks (After April 10th or so) I am guessing either an update to the Shield Pro or the Plex app for Shield has caused almost nothing to be able to play without buffering before that it was working fine.

I cant find a common thread beyond that as its happening on 4K Dolby Vision files or even 1080P SDR files pretty much anything I have tried… Just constant buffering. Its wired to a 1Gb Switch, and a Vizio Smart TV on the same switch can play the same file (the ones its capable of playing) with no issue. I have went as far as a factory reset on the Shield and the issue remains. Nothing obvious in the logs as it just says its buffering. Everything is running Direct Play according to the server. Its happening on H265 or H264. MKV or MP4. I have also tried VLC over DLNA to the plex server with the same result (possibly points to shield itself). I turned on network logging on the shield and there was nothing obvious in there. In part I am wondering if any users who have recently updated their shield or the apps are newly seeing the same thing?

Now an occasional new symptom. My entire shield is rebooting on occasion trying to play DV movies, and still seeing more buffering than I used too with say even something like H264 1080p video with only a stereo audio track.
