As my NAS is now completely full, I need to take some of my less used media offline until I can come up with a better way to store them all. Is there a way to do this so that the media will still appear in the catalog? Maybe making an “Offline” library and stopping media scans from running against it?

Disable the automatic emptying of trash and make sure you don’t do so manually. This page has some details on it: https://support.plex.tv/articles/200289326-emptying-library-trash/
When a scan is conducted, the media will be noted as unavailable in clients but the metadata will not be removed. I expect this is what you want.
