There are some applications which I prefer not to have to share resources with PLEX after starting Windows 10. Is there an option to NOT load the server on startup?
Sure. Do a right-click on the Plex tray icon and uncheck ‘Start Plex Media Server at Login’
You might have to verify this setting after a Plex Server software update.

I just had to use that I was having issues and turned all start up apps i could off. Ready to turn it back on for now.
Hoping to move it to Raspberry pi soon…
