I am only presented with the “Record” option when accessing shows from “On Right Now” under the “Program Guide.” Not sure if I’m missing a config option, or misunderstanding how this is intended to work, but I assume I should be able to play any live tv? Screenshot below:

That looks like the Plex Web UI to me. Currently, Live TV is only supported on iOS (and not Apple TV) and Android TV (and not Android mobile) devices. Refer to support.plex.tv/hc/en-us/articles/115007689648-Watching-Live-TV
