Having the same issue. Files play on local machine where server is installed by not on any network or off network device. I also can’t sync items to my Android phone.
I am using a Windows 7 machine
Plex Media Server is Version 1.13.0.5003

I have this same issue on any device… Sony TV App, Blu-ray App, or Windows App.
What I have noticed is that if I turn OFF all movie previews and then play any movie it works just fine (mkv or mp4).
The problem came up around 2-3 server updates ago and as much as people will say “just turn off previews” it kind of defeats a movie theater experience where you settle in during the previews and not the first 10min of a movie. (also gives a chance to see new and old previews and decide what to watch next)
Also, older previews that have been on the server will play (like the Matrix) whereas newer ones (Gringo ‘clean trailer’ etc) will not.
Which makes me think that this ‘newer’ definition of ‘clean’ vs ‘red band’ trailer may also be an indicator of whats going on.

As of update PlexMediaServer_1.13.0.5023-31d3c0c65_x64 for the server I use the issue seems to be addressed
I should note I am using a Thecus NAS in case someone was wondering about version mismatch.

I am facing same issue. But error is related to specific files. I am attaching log as well as information of some files for which I am facing the problem.
My Server is MAC and version is Version 1.13.0.5023
Ok, I spoke too soon earlier… seems the “newer” trailers are causing the error. I still have the “play trailers from library” option ticked and I get the older trailers occasionally.
Now installing the next ‘newest’ server (1.13.2.5102) on my Thecus and we’ll see how it goes… I’ll post back …

ok, so any ‘older’ trailers that don’t have any secondary label in the title and look just like “Oblivion” below play fine:

any newer trailers with any “(International Trailer x)” or “(Clean Trailer)” label have the transcoder error

any updates? I am getting the same with version 1.13.2.5102 on synology.
I have the same problem on debian with version 1.13.2.5154
Any movie I want to play result in a transcoder error.
Try changing the H264 maximum level to something other than 5.2, like 4.1.

unfortunately that’s not helpful. the files that don’t play are the TRAILERS… all my mkv/mp4 files play fine.
the trailers are downloaded from the web and encoded as Plex has defined, not by us.
edit: this issue still persists and is only a problem with playing the PREVIEW TRAILERS… all movies (mkv/mp4) play fine… current server version on Thecus device : PlexMediaServer_1.13.3.5208-20455f518_x64
finally got an error msg that might help DEVs…tried starting a movie with trailers enabled (again movie plays fine but trailers error out)… and got the error below

so after all the recent updates i came across this post:

after checking everything else i rechecked the NAS clock… it was off by 14min. resetting the NTP connection has apparently ‘fixed’ the playing of the trailers. we’ll see if this holds true.
