Problem
I have two TV-Shows. One plays without any problems even watching it wirelessly on my Macbook or iPad, but the other one stutters, but it only stutters on the portable devices - on my desktop the playback is fine (as is on the TV/nVidia Shield Pro). And it’s a constant stutter, but only for the video. Audio is good.

Setup
PlexServer is running on a DS918+
Files are located on Google Drive and mounted to the NAS via rclone/sshfs
Playback is flawless on
PC (Win11, 32GB RAM, 5900x, 2080 Ti) with an UW Monitor (3440x1440p QD-OLED)
nVidia Shield Pro (2019) with TV (3840x1440 non-OLED)
connected via LAN
Playback is stuttering on
iPad 3rd Gen (2019) running iOS/iPad OS 16.2
MacBook Pro 14’’ with M1 running macOS Ventura 13.1
both connected wirelessly
File that is working without problems
Green_MediaInfo.html - I’ll call this File A
File that is having problems
Frozen_MediaInfo.html - I’ll call this File B
Major differences
File A is larger than File B - File A is 13.5 Gb while File B is only 7.61Gb
File A has an overall higher bitrate than File B - File A has 39.8 Mb/s while File B is only 18.8 Mb/s
Both are in HEVC Main10
File A uses HDR10 and File B HLG
File A is encoded and File B is untouched
Both files are being direct played via Plex.
Even Audio direct plays.
Nothing is being converted or transcoded.
I also tried disabling the subtitles to see if maybe they are the problem.
Only the video playback is stuttering for File B, Audio playback is flawlessly and smooth.
I even tried to transcode File B to Highest 1080p setting but it stays the same; Video is stuttering but Audio is fine.

I suspect that the HDR Format is messing with the playability? HDR/HLG.
Because File A works without problems and is actually bigger and has a higher bitrate than File B that doesn’t work, so my only guess is it is the HDR Format. Am I right in this assumption?
Or do you spot anything else in the mediainfo files that could point out why it is stuttering?
