Hello, can anyone identify why this video stutters on Apple TV but not on MacOS Plex app?

This video plays fine for a while and then starts to stutter after a few minutes. If I scrub back ten seconds, then it is fine again for a few minutes.
Video does not appear to be DolbyVision but it is HDR. No transcoding is indicated in the server.
Other HDR videos no not have this problem other than Dolby Vision.
