I have a small issue with playback, where throughout movies and tv shows, playback glitches and stutters a few seconds multiples times through the movie or tv show.
but it doesn’t do it on my iPhone, MacBook or iPad, just on the Apple TV.
most of my content is a mix of 720 and 1080p mkv and mp4 h264 and h265
what can I do to stop the issue?

Check out the “now playing” tile for the stream on the Plex server dashboard?
Is the stream listed as Local, Remote or Indirect?
Local. If your Apple TV is on a different subnet, the server and client will apply settings for remote streaming (e.g. bandwidth limits or quality preferences)Remote. If there’s an issue with the remote access setup, the stream might be indirect/relayed which applies further restrictions (indirect streams are routed through some Plex relay servers which only offer a 1 Mbps bandwidth; 2 Mbps for Plex Pass members).Is there any transcoding for the video/audio/subtitle tracks of your stream?

Right now I have my son watching SpongeBob
And it shows direct play.
And my friend watching bob’s burgers that lives about 4 hours away from me.

As I was watching a movie, Iron Man 2
Several times it’s was stuttering during some scenes, I had subtitles on and turned off subtitles and replayed the scene and it played without stuttering.
So I am thinking it has something to do with subtitles.
If those subtitles cannot be played by the client as-is, your server will burn them into the video. That’s a job which cannot be outsourced to the GPU, so it’ll be up to how powerful the CPU of that Syno is.
The subtitles are .srt
All of my subtitles are in the same format.
May I see the PMS DEBUG Server logs ZIP file which captures one of these playbacks?
The logs will definitively show what is or isn’t happening.

The issue was with iron man 2
Why is your scanner firing so much?
It seems to be almost in a constant loop ?
Do you have other programs writing into the media area ?
Every 20 minutes?

I don’t see any playback sessions for Iron Man 2
The only programs I use are Sonarr and Radarr
I have no idea why it’s always scanning.

Do you have a Scan interval of 20 minutes ?
Do you have Partial Scan enabled ?
yes have both set up.
I have it set to scan every 15 mintutes, not 20.

I know I am on another persons server.
But never watch anything there.
I think I found a solution, in the Apple TV Plex app settings I selected use old media player and when I tried to play a movie that would stutter it no longer stutters.
