You can already set the playback speed for audio tracks.
During the playback, click on the Playback Options icon at the bottom center of your iOS screen. There you’ll find a slider that allows to adjust the playback speed between half speed to double speed)
There’s quite a popular a feature suggestion to allow adjustment of playback speed for movies as well.
