Player: Hisense Roku TV
Have recently moved and will have no broadband for the next 2 weeks (and currently have no router). Is it possible to link my NAS directly to my Roku TV and play my stored movies via the Plex app? Any help appreciated.

I do not believe what you want is possible. Plex is a client/server system and requires at a minimum a local area network for functionality.
You do not have to have the internet but you do need a router of some kind to hook your server and client to so they can communicate.
There “may” some trick that can make what you want work but I highly doubt it.
The good news is that if it is just temporary you can get just about any router and some are quite cheap.

Depending on your NAS, couldn’t you just use an HDMI port?
