I have some YouTube videos that I would like to play as a playlist.
What is the best way to categorize or organize them so that they will play as a group, one after another or random order?

A playlist. Plex has playlists. And you can play these in-order, or shuffled.

How many items are we talking about?
Are they already named in a way which would make it easy to them arrange into their desired order?

I have compiled about 200-300 short video clips.
I have no desired order for them to play in, I was looking to get them to shuffle or play them in a random order. To answer your question about naming, they are not named is any organizable way.

Sorry, I didn’t see your first reply about a playlist. That is what I am attempting to do.
I placed them in “Movies” library in a separate folder and they are viewable, but file names don’t match to any movies which is true. I then placed them in a separate folder in the “TV Shows” library and they never showed up at all.
Maybe I need to create a separate library and folder for them and shuffle play from there?

If they don’t correspond to any regular movies and serials which you can find at TheMovieDB.org, then you need to create a separate library of the type “Other Videos”. Items in this library type will not be matched with a record on any of the metadata sources that Plex uses. Which is precisely what you want.

If these files are all in a mp4 container, you can insert some meta tags into them beforehand. It can make them look better in Plex. If you populate the “Album” meta tag of all videos which belong together, Plex will automatically create a collection and put all these videos into it.

This then enables you to either play the collection directly, or use the collection tags of several collections in a filter rule, in a smart playlist.

You can populate the “Title” tag, to give the video a better looking title. Particularly if the correct title requires characters which are impossible to use in file names.
