Plex Android syncs and show sync'd status but unable to see synced content to play

Ok guys, I am running Plex Android 5.6.1.505 on an stock AT&T LG-V520 (Gpad X 8.0) with Nougat 7.0.
Build number is NRD90U and Software version is V52020f.

So my problem is that

  • I can sync content
  • I can see my content in '‘sync status’
  • I do not see my content when browsing my ‘local and synced content’

I’ve tried transcoding down to 2.0M 720P and 720kbps and no luck there either.
I searched these forms and

^- found nothing related to the lg gpadx8.0 or v520 (att variant of gpadx8.0 with tmobile being v521).

going to search reddit next but wanted to post to my fellow plex pass brothers and sisters first
i love plex so much that i quickly purchased a lifetime pass to never have to worry about it again
have since built an E3-1231 ESXi with 32G ECC to host PMS and an 8bay nas to store data

please help, i cant sync my music or DVR’d content

also note, i am running plex android on my Project Fi Nexus 6P with no issues
