i know this is an old thread but i found it searching to solve my issue and iām sure others will as well. i have comcast business internet and my pings would time out at a rate of between 8% and 20% but only when pms was running, even if no one was streaming anything. i created a virtual machine and it pinged fine as well until i installed and ran plex, same issue. totally reproduceable. upnp disabled, dlna disabled, gdm disabled⦠nothing helped.
i saw @danielponte 's post above about ssdp and figured iād give that a shot. i canāt firewall the packets at the router level unfortunately so i had to setup an outbound rules in windows firewall on my plex server (windows 2012 r2) initially i blocked ports 1900, 32412 and 32414 which solved the ping issue but i couldnāt connect to my plex server anymore. after some experimenting, blocking 1900 and 32412 did the trick. Pings are completely clean again, local and remote users can connect and play content fine again⦠yay!

Did it work for you kdolan66? Iāve been trying everything short of a new modem so far.
Nothing suggested worked for me. i have 40mbps upload and even when you lower the āremote stream bitrateā to something extremely low (like 1.5 mbps), there are still peaks every 5-10 seconds where it uses all of your upload bandwidth.
I ended up adding a bandwidth limiter to my plex server through my router which sets the maximum upload speed to 10 Mbps so it cannot saturate my entire upload speed. Unfortunately, trying to play video games on the plex server PC (if friends are over or something) while a remote user is streaming will have the same issue. But my main PC has not seen any ping spikes.
