Plex Dash V2.0 is it possible to update the server from the app?

Pretty sure this is just an informational message letting you know the server can be upgraded.

From this screen, you can now see available server updates. Clicking the update indicator in-app will show you a changelog, and pulling down to refresh will re-check for available updates.
